Reading these figures
These are survey indicators for a whole state, and a state is not a person. Within any Indian state, adult height varies with household wealth, urban or rural residence and childhood nutrition far more than the gap between two states does. A state-level number is useful for public health and close to useless for predicting an individual.
The indicator most often mistaken for an average is the share of women measuring under 145 cm. It is a threshold count, not a mean — and this site does not convert one into the other, because the conversion is not possible without the underlying distribution.

What is the average height in Assam?

What does "percentage of women below 145 cm" measure?
It is a nutritional and obstetric-risk indicator used by the National Family Health Survey, not a description of typical height. Short adult stature in women is associated with childhood undernutrition and with higher risks in childbirth, which is why the survey tracks the share below a fixed threshold rather than a mean. It cannot be converted into an average height, and this site does not try.
